House Passes Home Star Bill

The House passed the $5.7 billion Home Star bill by a vote of 246-161. The bill would implement a two-year program that gives rebates to homeowners if they retrofit their houses to make them more energy-efficient. The bill now moves to the Senate.

Obama Pushes ‘Cash For Caulkers’

Pushing jobs and talking about the economy at a speech in Savannah, Ga., Obama announced details of the Home Star rebate program, informally dubbed "cash for caulkers," which designed to make homes more energy-efficient. Senate Energy and Natural Resources Chairman Jeff Bingaman, D-N.M., is sponsoring legislation that would approve funding for the $6 billion program.

Obama: Retrofit Homes To Save Energy

In a speech at a Home Depot in Virginia, Obama said the country could reduce its energy consumption if homeowners retrofit their homes, and Congress should "provide new temporary incentives" to help them. "It spurs hiring because local contractors and construction workers do the installation. It saves consumers money -- perhaps hundreds of dollars off their utility bills each year -- and it reduces our energy consumption in the process."

Waxman-Markey Includes Efficiency Measures

The Waxman-Markey bill that passed the House June 26 includes a number of measures aimed at improving the energy efficiency of homes, industrial and commercial buildings and appliances. One measure would require a 30 percent energy efficiency improvement by 2010 and 50 percent by 2016 for non-residential buildings; another would give households $3,000 in financial support to make their homes at least 20 percent more energy efficient.
